Thomas F. Dougall, Esq.

Chairman of the Board

Thomas F. Dougall, a living donor, is from Elgin, South Carolina.  Thomas, a West Point graduate, served for over twenty-two years as an infantryman and judge advocate.  To his family, community, and friend, Jo Bryd (kidney transplant recipient), Tom is a quiet and unassuming HERO.   

Thomas holds a University of South Carolina School of Law J.D. cum laude, Order of the Coif; Order of the Wig and Robe, and Judge Advocate General’s School.  His professional history includes: US Army Court of Military Review, State Courts of Texas, United States District Court for the District of South Carolina, United States Court of Appeals for the Fourth Circuit, United States District Court for the Northern District of Texas.

Mr. Dougall has an AV rating with the Martindale-Hubbell Law Directory and has previously served as the South Carolina Vice-Chair for the Public Contract Law Section of the South Carolina Bar.

Thomas volunteers as a Vestry Member, St. David’s Episcopal Church, a blood donor for the American Red Cross Fisher House of Columbia, and a USO Advisory Board Member. Tom continues doing things he loves, like traveling with his wife.  He also loves to play tennis and was back on the courts only three weeks after the surgery! 

Tracy Moore

CEO / Executive Director- Greenville, SC

Tracy Moore began employment at Donate Life South Carolina in April 2008 and was instrumental in the launching of the SC Organ and Tissue Donor Registry in December 2008. As Executive Director of DLSC, she has assisted in community and statewide initiatives to change existing legislation and create new laws that serve and educate the citizens of South Carolina in support of the SC Organ and Tissue Donor Registry.

Tracy has personal experience with the hope and anguish that being on a transplant waiting list brings to patients and their loved ones. Her first husband was diagnosed with a rare heart tumor and was in need of a heart transplant, but he passed away at the age of 27 due to complications from his illness. Tracy is a fervent supporter of organ and tissue donation.

Michael F. Cuenin, DMD.

Vice-Chairman of the Board

Dr. Michael Cuenin is a graduate of the College of the Holy Cross College (Worcester, Massachusetts) and Tufts University School of Dental Medicine (Boston, Massachusetts). After six years practicing general dentistry, Dr. Cuenin began his career in Periodontics beginning in 1988. He served as an Army Dental Officer for 30 years; retiring with the rank of Colonel after Commanding dental units in Europe and at Fort Jackson South, Carolina. He trained in the US Army and Medical College of Georgia in Periodontics and is a graduate of the General Dentistry (AGD) Residency at Fort Riley, Kansas.  

Dr. Cuenin was awarded Diplomate status (Board Certification) in Periodontics in 1993. Dr. Cuenin is an Associate Professor and the Director of the Post-Graduate Periodontics Program at MUSC, (James B. Edwards School of Dental Medicine).

Dr. Cuenin enjoys the challenges of private practice and looks forward to his days with Dr. Sparacino and Dr. Jordan. In his leisure time he and his wife, Denise, enjoy spending time with family enjoying the beautiful Low Country.  They have three adult children and four grandchildren.

Abbi Mason

Board Member

Abbi has been on the DLSC Board since 2022, but she started her donation journey early in childhood. Her family was heavily involved in the Lions Club, an organization asked by Helen Keller to be knights against preventable blindness. Their Lions Club sponsored community events encouraging people to sign up to be eye donors. Abbi remembers dressing in a little lion costume to help draw attention to the cause. She often rode in the car up to Columbia with her grandparents to pick up corneas and deliver them to MUSC for transplant since the Lions would distribute cornea tissue across the state for the South Carolina Lions Eye Bank. In 2003, her grandfather was the president of the eye bank when it merged with the OPO and tissue banks to become one organization, LifePoint. In 2007, Abbi began her donation career working for LifePoint, and had the great privilege of helping families through the donation process for 9 years. Abbi has continued her family’s legacy of service, being a member of the Lions Club for over 15 years. For the last four years, she has worked at Miracles In Sight, the eyebank in South Carolina, to support eye donation programs in eastern area hospitals. Abbi is proud of being a part of the Donate Life mission, and she looks forward to positively impacting donation awareness across South Carolina. On a personal level, she lives in a suburb of Charleston surrounded by fun events and great dining. Abbi enjoys exploring the city with her husband, daughter, and son.”

Andy Nelson

Board Member

Andy Nelson currently resides in Greer with his wife Tonya and their four daughters. Andy is a Certified Public Accountant (CPA) licensed in South Carolina and North Carolina. He has lived in South Carolina for over 30 years, working in the healthcare industry for most of his career, focusing on corporate finance and accounting, strategic planning and business development, and business intelligence and analytics. He is currently a Business Intelligence and Analytics Consultant for the University of North Carolina Healthcare. Andy is a graduate of Clemson University and holds a B.S. in Financial Management.

Andy was diagnosed with Idiopathic Pulmonary Fibrosis in 2014 and received a double lung transplant in 2016 at UNC Hospital in Chapel Hill, NC. He is active in sharing his healthcare journey and transplant story publicly with large and small groups, on a podcast with the Department of Medicine Department at UNC, and with local news outlets. Andy is actively involved with Donate Life South Carolina since 2018 after he and his family relocated back to South Carolina after his transplant.

Jason Chesney

Board Member
Jason R. Chesney currently resides in Simpsonville, SC. Jason serves as Director of Quality and Food Safety at Sauer Brands, Inc. He holds a B.S. in Food Science from Clemson University. Jason is a dedicated advocate for organ and tissue donation, driven by his personal journey as the father of Tillman “Tin Man” Chesney—who received a life-saving heart transplant at just 10 months old. This experience inspired Jason’s involvement with Donate Life South Carolina, where he now lends his voice and leadership as a board member. Jason Chesney enjoys an active outdoor lifestyle—sand enjoyes hunting and fishing

Alan Sipe

Immediate Past Chairperson

Alan Reid Sipe moved to Garden City Beach 38 years ago. Alan had two children, ages 2 and 7, at the time. His son Justin was born with Cystic Fibrosis, a disease that affects digestion and pulmonary function. Alan was employed with Coker Builders for four years and oversaw their construction operations in coastal South Carolina. After his time with Coker Builders, he was hired by Jensen’s Inc., which owned and operated retirement communities along the eastern seaboard. For 26 years, he managed a large retirement community in Garden City Beach, retiring in 2014. In 2004 Alan’s son died while awaiting a lung transplant. Soon after, Alan and his wife, Jane, attended a Donate Life volunteer meeting in Myrtle Beach. That very night Alan was asked if he could speak with a local TV station the next day about organ donation, he did, and the rest is history. Alan and his wife support and promote organ donation so that someday no one will die waiting on a life-saving (giving) transplant. Alan participates in health fairs, various Donate Life events and has spoken to large professional groups across the state. Currently, he is awaiting state approval of his nomination as a Donate Life board member.

Dr. Joel Sexton, MD

Director Emeritus

Dr. Joel Sexton is Chief Forensic Pathologist with Newberry Pathology Associates. Dr. Sexton resides in Newberry, where he has been deeply involved with Donate Life (aka Gift of Life Trust Fund) since its fruition in 1996. As a DLSC board member, Dr. Sexton offers his education, personal and professional experience, and his genuine drive to help promote organ and tissue donation awareness.  He has no term limits.

Mark Walker

Board member emeritus- Columbia, SC

Mark Walker is a kidney transplant recipient and represents the Midlands region of South Carolina. Mark received a BS degree in Business Administration from The Citadel. Mark is employed by the SC Department of Transportation and resides in Columbia.  Mark served as the Chairman of the DLSC Board for two terms.  Mark offers his personal experience, education, and legislative contacts to help promote organ and tissue donation awareness.  

John Brogan

Board member emeritus- Bluffton, SC

John Brogan, a kidney transplant recipient, represents the Lowcountry region of South Carolina. John was born in Evanston IL and lived in Wellesley, MA and Cleveland, OH before entering college. While living in Wellesley, our next door neighbor was Dr. Joe Murray who did the first kidney transplant. John received his AB from the College of the Holy Cross and MBA from the University of Notre Dame. Since getting his CPA while working for Price Waterhouse & Co., John has chaired boards of the firm’s investment. He currently serves on the board of Amerco, the parent company of U-Haul. His non-profit service includes chair of the Board of the College of the Holy Cross and served on the boards of Suffolk University and Convent of the Sacred Heart. John also served on the Business Advisory Council of the Univerity of Notre Dame and my wife serves as Chair of its Performing Arts Council. John resides in Bluffton, SC with his wife of 46 years. They have three children and four grandchildren. As a DLSC Board Member, John has personal experience of receiving the gift of life through transplantation. John’s mother was diagnosed with renal failure in 1968 and had two cadaver transplants before she died in 1980. John is keenly aware of the importance of promoting organ, eye and tissue donation, as several members of his family have received kidney transplants.

Royce J. Carter

Board member emeritus- Greenville, SC

Royce J. Carter is originally from North East Georgia and has lived in Greenville since 1967. He has both an undergraduate and graduate degree from Clemson. Prior to retiring Royce first worked in the public sector and later in the private real estate and development market. He became involved in promoting and supporting organ and tissue donations in 1997 after his grandson received a life-giving liver transplant. Royce has served in various supporting roles since becoming involved.

Jane Sipe

Jane lived in Gaston County, NC, until moving to Garden City, SC, in 1984, where she still resides with her husband, Alan.  She has two children -Michelle and Justin.  She worked in property management offices until she began working for SC State Parks in 1989.  She retired from there in 2010.   Justin had CF and passed away in 2006 after being on the lung transplant waiting list for 2 years.  He was only 23 years old!  Alan and I started working with Donate Life shortly after Justin passed away.  We decided we wanted to promote organ donation to hopefully spare others from the heartbreak of losing their child! Ironically, just a few years ago, our daughter Michelle became the recipient of a tissue graft. 



Michael Marinelli

Michael Marinelli is a living testament to the power of resilience, medical innovation, and the life-saving gift of organ donation. Thirty years ago, Michael underwent a life-saving lung transplant—an extraordinary medical milestone that marked the beginning of a journey defined by courage and hope. Defying the odds, he has since survived not just one, but two lung transplants over three decades.

Now serving as a dedicated advisory board member of Donate Life South Carolina, Michael brings his lived experience to the forefront of advocacy, working to raise awareness about the transformative power of organ, eye, and tissue donation. His story continues to inspire countless individuals and families touched by transplantation.

Lewis E. Cooley

Executive Board- Donate Life South Carolina Legacy Family

Lewis E. Cooley of Simpsonville, SC, was a dedicated Executive Board Director of Donate Life South Carolina and a passionate advocate for organ, eye, and tissue donation. Born in Clinton, SC, Mr. Cooley devoted much of his life to service—whether through his faith, his community, or his unwavering commitment to saving lives through donation awareness.

A long-time member and Sunday School teacher at Simpsonville First Baptist Church, Lewis also served honorably in the United States Army Reserves, where he rose to the rank of Staff Sergeant. He spent 35 years building a respected career at Duke Energy before retiring and launching his own consulting firm, Advanced Design Systems. As an instructor with the Air Conditioning Contractors of America (ACCA), he taught technical classes throughout the Southeast, sharing his expertise with countless professionals.

In 1993, Lewis received the gift of life—a heart transplant at Emory University Hospital in Atlanta, GA. This transformative experience deepened his connection with the Emory Transplant Team and inspired a new mission: to spread awareness about the power of organ donation. Through his long-standing service on the Donate Life South Carolina Executive Board, Lewis became a trusted voice in the transplant community, working to educate the public and increase donor registrations.

The Lewis Cooley Family Legacy Fund reflects his enduring commitment. This generous gift to Donate Life South Carolina helps strengthen public education programs that inform, inspire, and save lives.

William “Woody” Crosby

William “Woody” Crosby – Distinguished Community Leader & Medical Advocate

A long-time resident of Myrtle Beach, Woody Crosby earned deep respect and recognition in his community. In 2009, he was honored as Citizen of the Year by the Myrtle Beach Area Chamber of Commerce—a recognition that highlights his exceptional contributions to civic life

Woody played an instrumental role in promoting organ and tissue donation across South Carolina. He served as an executive board member of Donate Life South Carolina, where he helped raise awareness and support families during the organ donation process.

His dual impact—both in local civic engagement and statewide health advocacy—earned Woody a reputation as a dedicated volunteer and public servant. He is remembered for his leadership, warmth, and unwavering commitment to improving medical outcomes and community well-being in Myrtle Beach and beyond.
